VOV.VN – Khánh Hòa đang triển khai xây dựng đồng bộ các công trình hạ tầng kỹ thuật lớn, hiện đại cũng như hạ tầng giao thông nội vùng nhằm thu hút các nhà đầu tư vào Khu Kinh tế này
Khu Kinh tế Vân Phong có diện tích khoảng 150.000 ha trải rộng vùng ven biển huyện Vạn Ninh và thị xã Ninh Hòa. Trong đó, lợi thế nhất là vịnh Vân Phong kín gió, độ sâu từ 20 – 27m. Đến nay, Khu Kinh tế đã thu hút khoảng 150 dự án đầu tư, tổng vốn đăng ký khoảng 4 tỷ USD, số vốn thực hiện khoảng 1/3. Năm 2021, Khu Kinh tế Vân Phong thu hút được 3 dự án mới, lớn nhất là dự án Trạm biến áp 500 KV khoảng 1.100 tỷ đồng.
Ông Nguyễn Trọng Hoàng, Trưởng Ban quản lý Khu kinh tế Vân Phong, tỉnh Khánh Hòa cho biết, các dự án mới đều ở Nam Vân Phong trong khi đó tại khu vực phía Bắc tiếp tục gặp nhiều khó khăn, mặc dù đang được rất nhiều nhà đầu tư lớn quan tâm.
“Phía Bắc không có dự án nào mới. Hiện nay khu vực phía Bắc đang có rất nhiều nhà đầu tư đăng ký nhưng chưa có đủ cơ sở pháp lý để tổ chức lựa chọn nhà đầu tư, bởi vì một số phân khu chức năng mà nhà đầu tư đề xuất chưa có quy hoạch phân khu được phê duyệt nên chưa triển khai được các bước tiếp theo. Đợi quy hoạch điều chỉnh được Thủ tướng phê duyệt, lúc đó mới làm quy hoạch phân khu, làm cơ sở để thu hoạch các nhà đầu tư vào các bước tiếp theo” – ông Nguyễn Trọng Hoàng nói.
Đáng lo nhất đối với Khu Kinh tế Vân Phong là dự án cảng trung chuyển được khởi công từ 12 năm trước đến nay vẫn đình trệ. Dự án này được quy hoạch với diện tích lên đến 750 ha. Đây là dự án có vai trò then chốt, chủ đạo có tính lan tỏa của Khu Kinh tế Vân Phong. Dự án này bị đình trệ đã ảnh hưởng đến hàng loạt dự án khác trong khu vực.
PGS.TS Nguyễn Chu Hồi, Đại biểu Quốc hội khóa XV, Phó Chủ tịch Hội nghề cá Việt Nam cho biết, trong thời gian Cảng trung chuyển quốc tế Vân Phong lỡ nhịp, nhiều cảng quốc tế đã phát triển, trở thành đầu mối giao thương quan trọng trên tuyến hàng hải quốc tế qua Biển Đông. Đó là các cảng như: Singapore; Phòng Thành (Trung Quốc) Sihanouk Ville (Campuchia)…Ngay khu vực Vịnh Vân Phong cũng đang chịu nhiều sự cạnh tranh ngay tại tỉnh Khánh Hòa cũng như các tỉnh duyên hải miền Trung. Dù có nhiều đối thủ cạnh tranh nhưng tính nổi trội của Khu kinh tế Vân Phong vẫn là Cảng trung chuyển quốc tế Vân Phong. Vì vậy, theo PGS.TS Nguyễn Chu Hồi, tỉnh Khánh Hòa nên tính toán lại, tăng cường kết nối giao thông với các tỉnh Tây Nguyên, kết nối với vùng Đông Bắc Campuchia, Nam Lào để giảm bớt sự lỡ nhịp của Khu Kinh tế Vân Phong cũng như Cảng trung chuyển quốc tế.
“Cảng Vân Phong nếu phát triển thì phải đi theo hướng gì, để thực sự Vân Phong có độ trễ đi sau so với các cảng khác về quy mô, tầm vóc nhưng lại có thể đi trước được để giảm bớt tính lỡ nhịp đi. Đi sau không có nghĩa là phải đi theo đường mòn của anh đi trước mà cần phải tính toán. Mấy đường ven biển có rồi, sắp đến phải tính đến tuyến ngang, tạo ra liên kết với Tây Nguyên, thậm chí sang nước khác để kết nối với ASEAN” – PGS.TS Nguyễn Chu Hồi nêu ý kiến.
Cuối tháng 12/2012, Bộ Chính trị có Kết luận 53 về xây dựng và phát triển tỉnh Khánh Hoà đến năm 2020 và tầm nhìn đến năm 2030, xác định việc phát triển Khu kinh tế Vân Phong không chỉ là trung tâm kinh tế của tỉnh Khánh Hòa có vai trò đầu tàu thu hút đầu tư mà còn là động lực phát triển kinh tế cho các vùng lân cận và cả nước. Thực tế khi triển khai Khu kinh tế này nảy sinh nhiều vướng mắc về cơ chế, chính sách dẫn đến hạn chế hiệu quả, làm chậm sự phát triển của Khu Kinh tế Vân Phong.
Hiện nay, Khu kinh tế Vân Phong có gần 100 dự án đi vào hoạt động nhưng phần lớn là dự án nhỏ và vừa. Một số dự án hoạt động hiệu quả như Nhà máy đóng tàu, Kho xăng dầu ngoại quan chưa đủ sức tạo nên hình hài một Khu Kinh tế như mong đợi. Khu vực phía Bắc phải tạm ngừng thu hút các dự án một thời gian vì thực hiện đề án đơn vị hành chính kinh tế đặc biệt. Khu vực phía Nam thì gặp nhiều khó khăn trong bồi thường, giải phóng mặt bằng, năng lực tài chính của một số nhà đầu tư hạn chế.
Trong giai đoạn 2016-2020, cả Khu kinh tế chỉ được đầu tư khoảng 900 tỷ đồng xây dựng hạ tầng, giao thông nội vùng. Đầu năm nay, Tỉnh ủy Khánh Hòa đã ban hành Nghị quyết về phát triển Khu kinh tế Vân Phong giai đoạn 2021-2025, với mục tiêu xây dựng nơi đây trở thành khu kinh tế ven biển được ưu tiên tập trung đầu tư, tính chất tổng hợp đa ngành, đa lĩnh vực.
Ông Nguyễn Tấn Tuân, Chủ tịch UBND tỉnh Khánh Hòa cho biết, Ban Thường vụ Tỉnh ủy vừa kiến nghị Trung ương bổ sung Khu Kinh tế Vân Phong vào danh mục các khu kinh tế ven biển được ưu tiên đầu tư, bổ sung quy hoạch các Nhà máy điện khí, sớm triển khai đầu tư Cảng trung chuyển quốc tế tại Bắc Vân Phong, nâng cấp các quốc lộ nối vùng duyên hải với khu vực Tây Nguyên.
“Với định hướng phát triển 5 nhóm ngành nghề, du lịch cao cấp theo hướng có Casino, có khu phi thuế quan. Khu vực phía Bắc phục vụ cho du lịch thì không thể làm công nghiệp nặng được. Khu vực phía Nam Vân Phong tập trung cho công nghiệp năng lực. Nuôi trồng thủy sản phải áp dụng công nghệ nuôi biển. Hậu cần, cảng biển logistics” – ông Nguyễn Tấn Tuân nói.
Mới đây, khi làm việc với lãnh đạo tỉnh Khánh Hòa, ông Trần Tuấn Anh, Uỷ viên Bộ Chính trị, Trưởng Ban Kinh tế Trung ương cho rằng, Khu Kinh tế Vân Phong với những ưu thế vượt trội, nếu có cách làm đúng sẽ có thể tạo được bước đột phá trong phát triển kinh tế của tỉnh Khánh Hòa thời gian tới. Đây là khu vực có vị trí địa lý thuận lợi, hội tụ nhiều yếu tố để phát triển đa ngành, đa lĩnh vực. Vân Phong phải hướng mạnh tới mục tiêu trở thành hình mẫu về phát triển kinh tế biển, nơi có sự gắn kết chặt chẽ, có tác động thúc đẩy, hỗ trợ lẫn nhau.
Ông Trần Tuấn Anh đề nghị, trong quá trình xây dựng các quy hoạch, đề án, lãnh đạo tỉnh cần tích cực phối hợp với các bộ, ngành liên quan nghiên cứu xây dựng, đề xuất một số cơ chế đặc thù, đảm bảo môi trường đầu tư ổn định để thu hút các nhà đầu tư chiến lược đến làm ăn lâu dài tại Vân Phong.
“Trên cơ sở những đường hướng, chủ trương mang tính chiến lược và dài hạn và tầm nhìn rộng, để đảm bảo sự phát triển Khu kinh tế Vân Phong phải là động lực cho sự phát triển của tỉnh Khánh Hòa. Đẩy nhanh hơn nữa, đảm bảo chất lượng về các đề án về quy hoạch, cơ chế chính sách phát triển cụ thể của Khu kinh tế Vân Phong. Những vấn đề như logistics, kinh tế số, chuyển đổi số gắn với địa phương, phát triển bền vững các lĩnh vực, cơ cấu kinh tế hiện đại” – ông Trần Tuấn Anh nói./.
